Open Enrollment is offered each year to review your current benefits and make elections for the upcoming plan year. Open Enrollment is from August 1st through August 31st. If no changes are made, benefits will rollover for the next plan year. If you are enrolled in the Flexible Spending Account, you must re-enroll. The FSA will not rollover.
What’s changing for FY25?
On June 25, 2024, the Travis County Commissioners Court approved a 4% increase to medical plans. For FY25 there will be no plan design changes, and an increase of 4% to medical plans. It is highly recommended that all participants review the plans carefully to determine which plans may be best for you.
Additional Changes:
- Flexible Spending Account (FSA) maximum increased from $3,050 to $3,200
- Health Savings Account (HSA) maximum contributions have increased effective 01/01/2025 from $4,150 to $4,300 for individuals and from $8,300 to $8,550 for Employee and Dependents.

- New! Teledoc Health programs for diabetes, hypertension and diabetes prevention
- New! Calm Health app
- Increased deductible on the High Deductible Health Plan

Open Enrollment is conducted in SAP ESS (Employee Self-Service). Access is available from work or home by logging in to http://tcsapconnect.co.travis.tx.us/
Open Enrollment SAP tutorial - These online help videos and documents will walk you through the steps for completing Open Enrollment.
Open Enrollment Sessions – Open Enrollment sessions will be held virtually and in-person. UHC and Benefits staff will conduct webinars during Open Enrollment. HRMD Benefits staff will be available during virtual sessions to assist with benefit questions.
